They either really don't know or they don't want us to know until they find an appropriate scapegoat. Message is everything. If the bombing was perpetrated by Saudi nationals, you sure won't see America march into Saudi Arabia the way they marched into Afghanistan and Iraq. Saudi Arabia gets a pass, and a wink, and a nudge.
